Before the major interface update, the bonus was interpreted as "discard 2 energy tokens, gain 2 energy tokens" which did work with Amulet of Water (but the tokens you gained where always added to your reserve) and there were also some players saying that this shouldn't be allowed...
So unless somebody gives me an authoritative answer on how this works according to the rules, I'm going to close this as "not a bug".
