The third dogma effect of Cell Phone reads: "You may tuck any number of cards with a [clock] from your hand, splaying up each color you tucked into." By tucking cities with a clock on them, you can splay a new color up, thereby drawing a new city. However, new cities drawn this way can't be tucked even when they have clocks on them. The 3rd edition rules aren't quite clear what is supposed to happen in this situation (are the cards locked in at the start of the selection?). I've chatted with the game designer and they intend on cleaning this up in the upcoming 4th edition. I'll wait for the rules to be finalized before making any changes here.

Same thing happened in boardgamearena.com/1/innovation?table=468194682, I was unable to tuck a city drawn when I splayed my green deck up
