I wanted to extinguish flames that were equal or less than the total amount of waters I had, but they were not clickable, and not actionable either.

I clicked on the flames, tried clicking on the water icons in both the banner at top and actual water icons. I tried to move forward on the circle at the bottom to activate water usage, but this didn't work either. No way to extinguish forest.
