I began my turn with one Ore, and used Outer Sector Militia. I took two planets from other players, one of them being AD Leonis. However, once having taken them and my tokens visibly showing I had control, I couldn't use the gain control effect to research a level one tech for 2 ore because I had not been awarded the Ore yet. I had to skip the on control effect I had intended to execute and then I was given my Ore.
