near the end of my game, I noticed that 3 of my districts were displayed as if on level 0 (they were placed on the base level, 1)
I could correctly play on top of them, because I knew they were on level 1, so it is just a display bug.

This has happened to me several times too. Nothing was resolved after pressing F5. IT happens randomly and it's very distracting. It does not happend near the end of the game but rather at any point.
