I played Event: Council of Elrond which implies a *specific* character of your choice that you moved to Rivendell can Prepare any card. That would imply the Prepare action should give character bonuses (e.g. Elrond’s Support for Frodo&Sam). But it didn't; I did not get the bonus heart.
(Or if you decide this is not a bug only a rules clarification , then the Event: Council of Elrond should be modified to clarify "Prepare a card without triggering any bonuses").
